Again, it costs money to incarcerate people. Whether public employees or private contractors can do that for less and provide better safety for the public and better services for the prisoners could vary from situation to situation. The nice thing about private contractors is that their contracts can be non-renewed and the public doesn’t have to worry about long-term pension and other benefits. It would be a good thing to invest money in rehabilitation, but mission number one is secure and the humane imprisonment of duly convicted criminals.
