But the fact is violent crime declined dramatically when Compstat and “Broken Windows” policing were introduced in NYC. Murders declined from 2,397 in 1992 to 909 in 2002.


There is debate over whether these measures and other related ones caused the reduction or whether the correlation is fortuitous. The proponents of Compstat and the other measures argue they deter all kinds of violent crimes from occurring and that they get violent criminals off the streets and into prison.
