That is a blatant mischaracterization of the provision of the law. It is illegal in most states for anyone to do electioneering within 100 feet of the polls. That includes offering free food and drink. However election officials are free to set up water stations as long as they are non-partisan and involve no bribery or attempt to influence voters. Also, nothing prevents voters from bringing water with them like most people do if they think there will be a long wait. The laws in New York, California, and Delaware are more strict about this than the new law in Georgia.
