Whistleblowing died when the rules were changed quite under the radar to allow whistleblowing to be based on hearsay. Whistleblowing was not intended as a vehicle to spin office gossip to advance bureaucratic agendas. The whole process rendered the Federal Executive branch bureaucracy far less useful to the President. It now has to be kept at a distance from the Chief Executive. Whistleblowing run amok turns career civil servants into informants and palace coup plotters. Whatever democracy is, it certainly isn’t rule by unelected bureaucrats.
