You can make up any definition you want for any word, but your definition of racism is not the accepted dictionary definition and is not the way the word is commonly used.

1: a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race

2a: a doctrine or political program based on the assumption of racism and designed to execute its principles

The original author used “racism” correctly. People who judge other people primarily on the basis of race are racists by definition, no matter what their own racial identity is. You are fundamentally confusing the more specific notions of White Supremacy and anti-Black prejudice with the more general notion of racism. Your criticism of Ryan Fan is not only wrong, but counterproductive. The poor guy is trying to describe and denounce a specific instance of standard dictionary definition racism, only you won’t accept it and would rather quibble about semantics.
